  2. NOTAM - AIRAC1909 Sector File and Client Installer Downloads 1 INTRODUCTION The VATPAC sector file updates are normally issued by the operations department every 3 months. The version released today is AIRAC 1909, effective on the 15th of August 2019. The sector files provided support both the Virtual Radar Client and the Euroscope Client. 2 DETAILS SIDs and STARs updated IFR and VFR fixes updated CTR Lower Levels for YBAS, YMAY, YMHB, YMLT and YSTW updated to 4,500 in Euroscope and Procedural Diagrams updated (see separate NOTAM) Euroscope Sector Definitions and VRC highlighted regions updated for new YBAS, YMAY, YMHB, YMLT and YSTW CTR boundaries Euroscope LL labels added for Darwin and updated for Cairns and Adelaide Removed Woomera and Gin Gin ATIS.   3. 1 INTRODUCTION With the improved surveillance coverage available from ADSB and the mandatory requirement for aircraft transponders, the en route surveillance services at some regional Class D airports has been increased. 2 DETAILS The responsibility for administering airspace between A085 and A045 has changed from tower positions to en route positions at Tamworth, Alice Springs, Albury, Launceston and Hobart. When the Hobart and Launceston Towers are closed, en-route surveillance Class D services are provided between 1,500 and 4,500 ft.
