Board Changes and Restructure

The VATPAC Board recently conducted a wide ranging review into it's structure and function. After due consideration the Board has resolved to accept most of the recommendations of the review, either in full or with some minor modifications.

The main outcome is that the VATPAC Board will be reduced from 8 to 5 members. 2 Board positions are being abolished and 1 is being recast.

Deputy Director of Division. The position of Deputy has been around since the very beginning. This position provides us with someone who can step up and take over if something happens to the Director, or in the Director's absence. It has no other function and both the present incumbent, and previous Deputy Directors (myself and Shannon) have all commented at length that this is the most significant drawback of the position. It has been resolved that the formal position of Deputy will be abolished and that one of the other Board members will be nominated as the Deputy Director, in addition to their other responsibilities. In addition there will be a default order of succession in case of emergency.

Director of Pilot Training. Despite a significant investment of time and resources by a number of individuals the take up of our pilot training offering has been a disappointment. It has been over 12 months since we last produced a new graduate from the programme. We have also had significant difficulty in attracting staff to develop the programme further beyond the P1 level. We have been gratified that our programme has received the highest compliments from the VATSIM pilot training division for it's rigour and quality, and we have rightly refused to sacrifice this level of excellence in exchange for expanding the programme faster. In the same time we have seen other organisations build significant pilot training infrastructure and offer multiple ratings. We have therefore resolved to vacate this space and allow others to provide the service.

Director of Airspace. The Director of Airspace is a position with a history that goes back to the very beginnings also. Initially we had a Director of Operations, and under that we had two managers, one for Australian Airspace, and another for New Zealand Airspace. Around the time that VATNZ was stood up as a separate division the individual airspace manager became a directorship in it's own right. It is now recognised that this has not been the most ideal situation, as there is significant cross over between this position and that of the Operations Department. We have therefore decided to cease to have this as a separate Department and return it to the Operations Department. A vAeronautical Information Service will be created within the Operations Department to provide the required sector files, and other operations tools, both for general use and special one off products for specific events.

All of these changes will take effect from 0000Z on 1 Mar 15

This reorganisation means that unfortunately three Directors loose their positions on the VATPAC Board. I wish to thank Arjun, Dean, and Daniel for their acceptance of these changes, which they have all taken with good grace and professionalism. All three will be continuing in a variety of staff positions. On behalf of the Board and the wider membership I wish to thank them for the time and effort they have all devoted to the organisation.
