This may help, I only just looked this up as Im in the same boat...

For myself I just got back in to flightsim after a bit of a hiatus and while Im still familar with all the ins and outs of airspace/procedure etc CTAF/unicom frequencies can be a bit of a head scratcher when online.
With my recent addition of MSFS (Took me long enough), I prefer do do a bit more Prop IFR/vfr flying and have been unsure which freq to use when around places like YSBK, as Im sure people on unicom over at YSSY arent wanting to hear my constant calls for cct flights over at Bankstown..

Forgive my ignorance but  why would live del/ground be available at YSSY but not YMML?

These feeds are provided by people with Airband antenna's who have them setup from their own place, so it is up to that person to choose what they wish to provide...

A fellow member of Vatpac who lives close to YSSY has set many of these channels up for our listening pleasure, while whoever provides YMML has chosen not to do so...

What's great is that it has the ATIS this time!!! as well as splits between Departure, approach and director!

Plus Delivery and ground....People could learn a few things now :P

An assigned HDG is only required when tower is offline and a TMA controller is active without utilising the top down proc as a SID dep is not avbl during this time..

ie - SY - ABC depart the BK control zone on HDG 290 maintaining 1500ft do not enter the class C airspace, contact me maintaining 1500...then clearance and instructions can be given to enter Class C once acft has dep BK zone and made contact with said controller

looks like you can be given a SID from the TMA Controller when  TWR offline

    YSBK FAC
    Departures

12.3 - outside BK TWR, IFR ACFT DEP into Class C can expect the BK (N) 11C/29C SID, Subject to clearance from SY CTR on FREQ prior to dep, alternatively ACFT will be issued a STD DEP CLRS in accordance with AIP ENR 1.1 para 10.4.2

Flukey, from memory I believe that heading is after the bk 8 is terminate

Its never given to IFR acft...well Ive never heard it be assigned to those on the BK8!

290 is the heading to maintain when outside the control zone and in contact with SY TMA who will then provide further instructions on first contact

The only instruction from TWR to a dep acft I have heard and maybe a resident pilot from BK can confirm is ABC Report passing 2000 rwy **C CLRD for T/O

An assigned HDG is only required when tower is offline and a TMA controller is active without utilising the top down proc as a SID dep is not avbl during this time..

  7. In regards to these new instructions is an assigned heading required in point 6.4.1.2  between TWR and Sector above when the BK 8 DEP has an assigned hdg already in the instructions for leaving the control zone? (http://www.airservicesaustralia.com/aip/current/dap/SBKDP01-153_23MAY2019.pdf)

6.4.1.2 BK TWR shall make next call to SY TCU once the aircraft is in the run-up bay.

    BK: NEXT UNA

SY: UNA ASSIGNED HDG 290, MAINTAIN A030

Furthermore can this point finally be removed as this instruction is now redundant, has been for I think two years now.

    2.3.2 Arrival Runway Assignment

2.3.2.1 When operating under PROPS, arrival runway shall be assigned as follows: Arriving from…

Runway Brisbane FIR (up to B767 or domestic A330)

    RWY 16L/34R Brisbane FIR (heavies)

RWY 16R/34L Melbourne FIR RWY 16R/34L

The runway is able to support Code E ops . B777-300ER ops can't use it because of the Twy fillets not being wide enough to accommodate the turning circle
