INTRODUCTION: 1.1 Elements of RAAFvirtual.org (VSOA) and will be conducting a wide range of military/formation flying training in the airspace surrounding RAAFv Base Williamtown. 1.2 Training period begins on the 30th September 2018 and will continue on set weekly night as follows: Friday’s 0630 – 1130 UTC Saturday’s 0200 – 1330 UTC Sunday’s 0200 – 1330 UTC 1.3 The Training will involve F/A18, E737, KC30A, C17A, C130/C30J, C27J, B350, P8 and PC-9 aircraft operating from RAAFv Base Williamtown. 2. AIRSPACE ACTIVATION 2.1 For the duration of the NOTAM, activity is anticipated for sporadic timeframes within the time period as set out in 1.2. 2.2 The following Temporary Modified Restricted and AAR, AEW&C airspace are established at Williamtown (YWLM), and will be activated by NOTAM: a.   5. AERONAUTICAL INFORMATION CIRCULAR (In compliance with AIC H32/18) Effective 201809050100 USE OF OPERATIONAL REQUIREMENT AND REQUEST 1. INTRODUCTION 1.1 The use of the terms “DUE OPERATIONAL REQUIREMENT” or “REQUIRE” alerts ATC that a pilot needs to operate their aircraft in a non-standard manner and that it is essential to the safety of the flight and its occupants to do so, e.g. the need to use a certain runway due to its length, or a non-standard cruising level to avoid potentially dangerous turbulence. 1.2 In accordance with AIP GEN 3.4 para 4.13 (para 5.1.1 in AIP effective 8 November), the use of the term “REQUEST” indicates that a pilot’s query is not essential to the safety of the flight or its occupants, i.e. it is something they “should like to know or wish to obtain”. 2. USE OF “DUE OPERATIONAL REQUIREMENT” OR “REQUIRE” 2.1 The use of “DUE OPERATIONAL REQUIREMENT” or “REQUIRE” must be limited to circumstances where the safe operation of the aircraft or its occupants would be jeopardised if the stated requirement is not met. 2.2 For example, as per AIP ENR 1.7 para 3.1.2.1: “Pilots must only request a level not conforming to the table of cruising levels when it is determined by the pilot in command to be essential to the safety of the flight and its occupants. In such circumstances, the phrase “DUE OPERATIONAL REQUIREMENT” must be included with the level change request.”Page 2 of 2 (AIC H32/18) 3. USE OF “REQUEST” 3.1 In other circumstances, where the safe operation of the aircraft is not in jeopardy but the pilot has a preference for the use of a procedure or runway that is contrary to that currently in use by other aircraft, then the pilot can “REQUEST” use of that procedure or runway. ATC must consider the potential impact on other airspace users when assessing a pilot’s request. If safety or efficiency could be compromised, a request will not be granted. 4.   7. NOTAM AIRAC1809 Update Effective 201808300000UTC Introduction The VATPAC sector files have been produced and developed by the operations department. Every 3 months they are updated as close as possible in accordance with the ICAO schedule. The updated version is AIRAC 1809, effective on the 30th of Aug. 2018. The sector files provided support both the Virtual Radar Client and the Euroscope Client. AIRAC 1809 Details There have been no significant change to airspace boundaries. There have been editorial additions to SIDS and STARS, mainly the addition of height and speed direction. These additions have resulted in the re-numbering of several SIDS and STARS. NOTAM Amendment and Clarification Controller Information and ATIS Policy 1Introduction The VATPAC Controller Information and ATIS Policy currently states in Section 7.2.1 Where top-down coverage is being provided an ATIS shall be provide for the primary aerodrome in that TMA or Sector except as provided in subsection 6.1. This has usually been interpreted as instructing an ENR controller to provide an ATIS at the principle aerodrome in the sector for which their radio call sign are identifies them. If an ATIS is being provided by a TMA or TWR controller then the ENR controller is free to mount an ATIS at either another aerodrome in their sector or in a sector to which they are providing extended coverage. There have recently been instances where ENR controllers have interpreted the existing wording in a different manner. After consultation with VATPAC senior instructors the Controller Information and ATIS Policy Section 7, is amended as follows in paragraph 2. This NOTAM is effective 1200Z10082018 until replaced by an updated edition of the Controller Information and ATIS Policy. 2 Controller Information and ATIS Policy Details 7 ATIS 7.1 When must an ATIS be provided? 7.1.1 An ATIS must be provided for an aerodrome, if and only if, an air traffic control service is also being provided for that aerodrome. 7.1.2 Where top-down coverage is being provided to more than one aerodrome by a TMA or ENR controller an ATIS shall be provide for the primary or principle aerodrome in that TMA or Sector corresponding to the radio callsign of the TMA or ENR controller except as may be provided in subsection 6.1. 7.1.3 Where an ENR controller is providing extended services to more than one sector they may provide an ATIS to an aerodrome in the sectors to which they may be extended if, and only if, an ATIS has been provided to those principle aerodromes in the sector corresponding to ENR controller’s radio callsign by a TMA or TWR controller. 7.1.4 Notwithstanding subsection 7.1.1, a controller must not provide more than one ATIS. Examples: ENR controller logged on as ML-SNO_CTR. No other controllers active in SNO. ML-SNO_CTR must provide an ATIS for YMML. ENR controller logged on as ML-SNO_CTR. ML_APP is on. ML-SNO_CTR provides an ATIS for YSCB. If providing top-down service. ENR controller logged on as ML-SNO_CTR. ML_APP & CB_APP are on. The sector files provided support both the Virtual Radar Client and the Euroscope Client. 2 AIRAC 1806 Details There has been a significant change to airspace boundaries with respect to Brisbane Downs (DOS), Mudgee (MDE) sectors with reference to the Brisbane Carnarvon (CVN) sub-sector. These Sector files shall take effect on the 1- MARCH-2018 at 00:00 UTC 2 AIRAC 1803 Details In addition to the updates within AIRAC 1712, there have been some changes to STAR procedures around Launceston. There have been waypoint additions, deletions and name changes. All controllers should ensure that their files are up to date prior to logging onto the network. The sector files are available from the VATPAC Sector File page under Controllers on the VATPAC Website. In addition to the sector files, the VATPAC MATS (v2.3) document also been updated with the addition of a section (4.1.1) on Communication and Phraseology. This section includes the new SID/STAR phraseology.
