  6. NOTAM - AIRAC2006 Sector File and Client Installer Downloads 1. INTRODUCTION The VATPAC Operations Department has updated the sector files, Euroscope Client Installer and Controller Client Updater. The version released today is AIRAC 2006, effective on the 21st May 2020. The sector files provided support both the Virtual Radar Client and the Euroscope Client. Introduced in this AIRAC are major changes to Brisbane SID/STAR's which include those for RWY 19L/R and RWY 01L/R. Furthermore, the sectorfiles include the new ground layout for Brisbane which includes the parallel runway. Currently the runway is closed and is scheduled to be opened on the 12th July 2020. Controllers should not assign Runway 01L/19R to any aircraft except where the pilot has specifically requested Runway 01L/19R. Controllers may indicate in their ATIS "Runway 01L/19R available on request". Please note, pilots will already have the new runway SID's/STAR's in their aircraft FMC's and some may also have the new scenery. Therefore, it can be expected that during controlled and uncontrolled operations some pilots may wish to operate on the runway. Official information regarding the opening of the RWY will be released via NOTAM following the real world opening. 2. Upon entering active restricted airspace military aircraft will be virtually NOCOM. (See para 5.4) 5.4 Regardless of the phase of flight, military aircraft will endeavour to monitor UNICOM text (122.800) for mutual separation when ATC is offline. 5.5 The below list outlines the civil frequencies that military aircraft will operate on when outside of restricted airspace. 5.6 It is expected that RAAFvirtual will provide AEW&C capability within R574 as per the VATPAC LOA.   9. NOTAM - AIRAC 2005 and the Marshall Islands 1. INTRODUCTION The VATPAC sector file updates are normally issued by the Operations Department every 3 months. However, VATPAC has decided to implement three standard controller positions within the Marshall Islands. Procedural tower profiles have also been updated. Hence, the issuance of AIRAC 2005. It also serves as the initial release for the VATPAC Controller Client Updater. I invite you all to utilise this great piece of software which will ensure that your information is always up to date. To find out how the updater works and how to utilise it, follow the link to the post below. The authority to control the Marshall Islands is designated to the Oceania Region under section 3.03 (B) of the VATSIM Code of Regulations. This new AIRAC affects only those users who utilise the ES Package procedural tower profiles and those who wish to control the Marshall Islands. I'd like to thank Sean Harrison and Peter Story for their efforts in compiling the required information to introduce the standard controller positions. 2. VATPAC will provide ATC services for the departure legs using controllers who have registered to control via the VATPAC Events website (https://events.vatpac.org). This NOTAM contains details of controller positions reserved for use during the event and procedures developed and implemented to manage traffic levels throughout the day. This content is relevant to both ATC and pilots participating in Worldflight legs. 2.   18. NOTAM - VATSPY and ServInfo AIRAC1911 1 INTRODUCTION In light of the recent AFv changes in regards to sector extensions. The VATPAC Operations department has released an updated set of VATSPY and ServInfo files. You may download the files via the following two links below. Instructions on how to update the files can be found here. 2 DETAILS When extending sectors on AFV, instead of using the controller's primary frequency across all extended sectors, the controller now uses the frequency assigned to each standard sector. For example, if ML-SNO_CTR is logged in and is extending to WOL, the controller will be transmitting and receiving on both 124.0 (SNO) and 125.0 (WOL). Therefore, aircraft in WOL will be out of range of the SNO frequency and will need to tune the WOL frequency (125.0) to contact the controller. The new pilot clients only display the controllers primary frequency, not the extended enroute frequencies the controller has cross coupled to his primary frequency. We have updated the VATSPY and ServInfo files to assist in pilot's knowing the next en-route frequency. Examples of how this works has been attached below. You are flying in the Katomba sector (YKAT) and ML-SNO_CTR is logged in and is extending to WOL. If you hover your mouse over YKAT in VATSpy or InfoServ you will see: Melbourne (Katomba) 133.5* (125.0) FIR, Australia This tells you that Katomba is a non-standard sector (the* indicates this) and the frequency to use to contact the controller is the frequency for the standard sector Katomba is part of :- 125.0 (WOL). If during an event Katomba has been activated with ML-KAT_CTR logged in, you would use Katomba's dedicated frequency 133.5.   19. NOTAM - AIRAC1911 Sector File and Client Installer Downloads 1 INTRODUCTION The VATPAC sector files are normally produced and developed by the operations department every 3 months. Due to the introduction of Audio for VATSIM, the Operations department has decided to release a sector file and euroscope installer update to better facilitate Audio for VATSIM. I also would like to thank Peter Story, he's gone above and beyond to ensure VATPAC is ready for AFV. Cheers to you Peter! 2 DETAILS Sector file differences: When using ES, you may place a tick in the SCT2 box in OTHERSET/Display Settings/Freetext. Using VRC, you can click menu View/Static Text. Provided you are using the new sector files you will now see the frequency next to en route sector names on the scope. En-route controllers should update their sector files to ease the process of transferring pilots to cross-coupled, adjacent sector frequencies which are NOT displayed in pilot clients. Voice file: Due to the changes implemented in AFV, when connecting a primary frequency, controllers should NOT be activating a primary frequency with a previously-live voice server. Updating you VOICE.txt will remove all the rw1.vatpac.org links from the voice communication setup. Therefore, anyone who does NOT use the Euroscope Package Installer should manually update this file in /Documents/Euroscope. VATPAC Euroscope Package Installer: The package installer incorporates the new sector files and the new VOICE.txt file. In addition, it also is set's the .asr files to automatically display the adjacent sector frequencies for en route profiles. Remember, delete the /Document/Euroscope/VATPAC folder before running the AIRAC 1911 installer.   20. NOTAM: Policy Updates 1. INTRODUCTION The VATPAC Operations Department has updated that VATPAC Controller Positions and Ratings Policy and the VATPAC Controller Information and ATIS Policy. These updates have been to facilitate the implementation of Audio for VATSIM (AFV). 2. DETAILS Controller Positions and Ratings Policy Changes Summary A controller providing top-down coverage from either an Approach/Tower/Surface Movement Control position shall do so using only the primary frequency designated to their logged-in position. Use of multiple frequencies (Other than an ATIS) is not permitted. A controller providing top-down coverage from an Enroute position shall do so using only the primary frequency designated to the overlying sector. Use of additional aerodrome and/or TMA frequencies (other than an ATIS) for the purpose of top-down control is not permitted. En route controllers providing extended coverage shall configure their client software to transmit and receive on the primary frequency assumed by the sector. En route controllers shall cross-couple all frequencies assumed by the controller. En route controllers shall remain aware of sector boundaries and frequency ranges, instructing pilots to switch to the most appropriate frequency when leaving/entering adjacent sectors. Controller Information and ATIS Policy Changes Summary En route, non-FSS or oceanic controllers shall include the three (3) letter sector identifier and frequency of any standard control position to which extended coverage is being provided, and the four (4) letter ICAO identifier of any aerodrome to which a top-down Tower or Approach service is being provided in their controller ATIS information. Aerodromes which are not specified in the controller information may be assumed to operate as uncontrolled aerodromes. For Example ML-SNO_CTR: “Ext WOL 125.0, TBD 125.3, Top-Down YMML, YSCB, YSSY, YPAD.” Controller information MUST NOT include: controller's name & rating and meteorological information. 3. INTRODUCTION: 1.1 Elements of RAAFvirtual.org (VSOA) and Virtual United States Navy (VSOA)will be conducting a wide range of military/formation flying training in the airspace surrounding RAAFv Base TIndal. 1.2 Training period begins on the 27th September 2019 and will self-cancel on 9th November 2019 as follows: Airspaces will be active for the duration of the NOTAM period 1.3 The Training will involve F/A18, E737, KC30A, C17A, C130/C30J, C27J, B350, P8, F22, F35 and PC-21 aircraft operating from RAAFv Base Tindal. 2. AIRSPACE ACTIVATION 2.1 For the duration of the NOTAM, activity is anticipated for the entire time period as set out in 1.2. 2.2 The following Temporary Modified Restricted and AAR, AEW&C airspace are established at Tindal (YPTN), and will be activated by NOTAM: a. AIRSPACE ACTIVATION TIMING. 3.1 Training Sorties are planned to take place as set out in 1.2 of this NOTAM 4. FLIGHT PLANNING AND ROUTE LIMITATIONS. 4.1 All waypoints inside exercise lateral boundaries will be available above FL400 during the exercise. 4.2 Upper limits are set out in section 2.0 of this NOTAM 5. PROCEDURES 5.1 Military pilots are present in the activated Restricted Areas (VSOA in flight plan remarks) 5.1.1 Pilots: If unable to conduct flights without transiting the Restricted Areas at or above the levels in para 4.1 BN-TRT_CTR active: contact Brisbane Centre on 133.200 who will coordinate with the Range Controller to arrange access – note rerouting may be required to avoid an area with RA2 or RA3 Conditional Status. BN-TRT_CTR not active: contact the Range Controller (via private message). 5.1.2 Range Controller: If access is required, contact the Range Controller callsign in the following order: WGTL***, BUCK***, COLT*** 5.2 Military pilots are not present in the activated Restricted Areas 5.2.1 Pilots and ATC: There are no restrictions on accessing the activated Restricted Areas. 6. MILITARY AIRCRAFT OPERATIONS 6.1 High speed military jet & turboprop aircraft will be on random tracks without communications within all exercise airspace. Traffic information will not be provided to or about exercise aircraft operating in exercise area. (Intentions may be handed to ATC by the flight lead on a flight by flight basis) 6.2 Aircraft operating out of Tindal (YPTN) will operate on the appropriate CTAF channels when ATC is not online. 6.3 Aircraft operating out if Darwin(YPDN) will operate on the appropriate Freq if ATC is online Otherwise aircraft to monitor UNICOM. 6.4 When outside CTAF areas, military aircraft will tune UNICOM until established within active restricted airspace. Upon entering active restricted airspace military aircraft will be virtually NOCOM. (See para 5.4) 6.5 Regardless of the phase of flight, military aircraft will endeavour to monitor UNICOM text (122.800) for mutual separation when ATC is offline. 6.6 The below list outlines the civil frequencies that military aircraft will operate on when outside of restricted airspace.   22. NOTAM: Letter of Agreement Between RAAFv and VATSIM Australia Pacific 1. INTRODUCTION RAAFv and VATSIM Australia Pacific have ratified a Letter of Agreement that defines the release of restricted airspace within VATPAC to RAAFv during operational periods. This letter of agreement is supplementary to VATSIM and Regional documents and does not replace or override VATSIM Policy. Document: RAAFv VATPAC LOA 2. DETAILS Background RAAFv conducts operations that utilise restricted airspace within the designated airspace assigned to VATPAC by the CoR. In the past, the release of this airspace has not been formally documented and has been at the discretion of the Director Operations. Additionally, procedures pertaining to the responsibilities of AEWAC pilots, civil aircraft and civil controllers has not been documented during the activation of RA's. Document Summary Provides definition to restricted airspace and it states, these include Activated, Active and Inactive. Defines who an AEWAC pilot is and how pilots can identify them. Defines the release of controlling authority from VATPAC controllers to AEWAC Controllers. Provides operational procedures and requirements of controllers for handling aircraft travelling into and out of RA's Area's of Potential Confusion AEWAC Pilots are NOT controllers, they are aircraft which are connected to the network via a pilot client and maybe utilising a radar scope which is proxied. RA's are not entirely restricted to military aircraft. There are different categories of restricted areas which determine whether civilian aircraft can transit. To find the category of an active RA, consult the NOTAM pertaining to the operation. See this post for clarification: here When an RA is active and an AEWAC pilot is within its boundaries, pilots shall contact the AEWAC pilot. If a pilot is unaware of the active RA, the AEWAC pilot shall make contact with the civilian pilot. In addition to this, AEWAC pilots may give aircraft and alternate route/level which avoids the active RA. However, aircraft may deem this operationally unviable in which the AEWAC pilot shall manage military traffic around the civilian aircraft. ATC may be unaware of this LOA. In the event that a civilian controller is unaware, the AEWAC pilot shall provide a link to the LOA and the civilian controller shall comply with the details set out within the document. In the event the controller continues to be non-compliant, use the .wallop command to call a supervisor and cite the link to this post and the LOA. 3. AUTHORITY VATPAC Board of Directors 4.
